Contract Term: 12-month position

Accountable To: President

Salary: $62,590 - $67,955 annual

Summary of Position: Plans, implements and supervises the maintenance, repair and operational services of all buildings, structures, and grounds of the college. Administers maintenance and repair of complex building, electrical, heating/cooling and mechanical systems.

JOB CHARACTERISTICS:

Nature of Work

This position performs a wide range of administrative and skilled technical duties for the
department. Must be able to work indoors and outdoors in cold weather and extreme heat. Must adhere to
safety standards. Position is “on call” status 24 hours per day / 7 days per week for problems that may arise
concerning facilities.

Personal Contacts

  • Daily contact with vendors, contractors, and general public; frequent contact with staff.
  • Supervision Received: Supervision and direction from the President
  • Supervision Exercised: Provides direct supervision to all facilities personnel at all campuses and
  • Safety/Compliance Officer.

RESPONSIBILITIES:

  • Plans and maintains a budget and does budget justification for the Facilities Department by receiving competitive quotes and doing research.
  • Identifies the physical requirements for renovation of the institution.
  • Troubleshoot and fix heat pumps / geothermal system.
  • Plans and oversees proper operation and preventive maintenance of all building equipment and systems, including vehicles.
  • Coordinates projects with managers, architects, engineers, contractors, utility companies and other as needed to successfully complete construction and maintenance requirements for the campus.
  • Develops Requests for Proposals (RFP’s) to facilitate construction and maintenance.
  • Manage various grant awards for construction and maintenance.
  • Assists in future planning of all campuses.
  • Assures buildings meet all safety codes and building standards.
  • Oversees day to day operation of department and completion of assigned duties and tasks by staff.
  • Performs day to day administrative duties including directing and evaluation of staff and construction projects.
  • Completes all reports and requested special reports.
  • Develops and implements department policies and guidelines.
  • Initiates and reviews procurement actions for materials, supplies and equipment required for facilities
  • operation and maintenance activities.
  • Performs general maintenance and repair duties: plumbing, electrical, carpentry, painting, heating,
  • ventilation and air conditioning.
  • Assists with special projects as requested. Able to perform any duty of maintenance or custodial staff.
  • Performs other related duties as required.

JOB REQUIREMENTS:

Knowledge: This position requires a knowledge of maintenance procedures and practices; building codes; OSHA
regulations; electrical and plumbing; building and roof structures; geothermal heating and cooling systems; wind
energy; and evacuation procedures.

Skills: This position requires strong interpersonal communication; strong skills in organizing, problem solving
and implementing policy and procedures; skills in administering a department. Use of maintenance, hand,
electrical and plumbing tools required.

Abilities: This position requires the ability to communicate effectively orally and in writing. Must be able to
draw, produce and read blueprints and schematics and flow charts. Ability to meet deadlines and work under
pressure; ability to work in indoor and outdoor environments; maintain confidentiality of sensitive information;
follow verbal and written instructions; establish effective working relationships with fellow employees,
administrators, and the public.

REQUIRED QUALIFICATIONS:

  • Five or more years documented full time experience in maintenance / custodial field.
  • Working knowledge of construction management, RFP development and contractor bid process and
  • award.
  • Must possess valid N.D. driver’s license.

PREFERRED QUALIFICATIONS:

  • Associate of Applied Science degree in HVAC systems.
  • Certification in electrical, plumbing, boiler, or HVAC systems and experience working in any of these areas.
  • Project management experience.
  • Supervisory experience.
  • Experience working in a Native American community.
